What are the BCP, PGI and ComGI exams?

The Singapore College of Insurance (SCI) runs the Certification in General Insurance as three modules: Basic Insurance Concepts and Principles (BCP), Personal General Insurance (PGI) and Commercial General Insurance (ComGI). Passing BCP and PGI gives you the Personal General Insurance Certification. Passing BCP and ComGI gives you the Commercial General Insurance Certification.

SCI says MAS requires people who sell, advise on or handle claims for general insurance to pass the certification that matches the products they deal with, and GIA and SIBA require it of front-end staff too. SCI lists intermediaries and the staff of agencies, brokers, insurers, finance companies, banks and merchant banks. BCP is common to both certifications, and SCI recommends taking it first because the other modules build on it.

Each correct answer earns one mark, and nothing is deducted for a wrong or blank answer, so never leave a question blank. All three are closed-book computer screen exams in English, held daily on weekdays. You receive a result slip, not a certificate, and SCI places no limit on how many times you can sit an exam. SCI recommends at least 40 to 50 hours of study for each module.

Which exam does our mock mirror?

Our timed mock exam mirrors BCP, because every candidate sits it, whichever certification they want. Each mock draws 40 questions from the four BCP sections in roughly the proportions of the syllabus, with a 45-minute timer. The PGI and ComGI questions are available in section practice, so you can prepare for your second module with the same pack.

What the syllabus covers

SCI lists nine BCP chapters, seven PGI chapters and ten ComGI chapters. We group them into eight practice sections:

  • BCP: Insurance market, risk and reinsurance: pure and speculative risk, perils and hazards, risk management methods, pooling, the roles of insurers, agents, brokers, GIA and FIDReC, reinsurance and co-insurance.
  • BCP: Principles of insurance: insurable interest, utmost good faith and disclosure, indemnity and average, proximate cause, subrogation, contribution and warranties.
  • BCP: Contract, agency, documents and claims: how an insurance contract is formed, agents' authority and duties, proposal forms, schedules, endorsements, cover notes, certificates of insurance, and how claims are handled.
  • BCP: Regulation, ethics and data protection: licensing under the Insurance Act 1966, the duties of intermediaries, agent registration and training hours, the Policy Owners' Protection Scheme, the PDPA, the Do Not Call Registry and cyber hygiene.
  • PGI: Motor insurance: compulsory third-party cover, the types of motor policy, the No-Claim Discount, the GIA Motor Claims Framework and third-party claims.
  • PGI: Home, travel, personal accident and liability: the HDB Fire Insurance Scheme, home contents and mortgagee policies, travel cancellation, curtailment, delay and baggage cover, personal accident and personal liability.
  • PGI: Domestic worker, golfer and health covers: MOM's insurance and security bond rules for migrant domestic workers, critical illness and hospital cash.
  • ComGI: Commercial lines, liability and WICA: compulsory work injury compensation insurance and benefits, business interruption, marine, aviation and liability covers.

How to prepare

  • Master the six principles first. Insurable interest, utmost good faith, indemnity, proximate cause, subrogation and contribution appear throughout BCP and are applied again in PGI and ComGI.
  • Practise the calculations. Expect simple sums on average (under-insurance), rateable contribution, NCD steps and cash-benefit travel claims.
  • Know the motor rules. Third-party death and bodily injury cover is compulsory, accidents must be reported to your insurer within 24 hours or by the next working day, and a police report does not replace that.
  • Learn the figures that are easy to mix up. For example, the WICA medical expenses limit is $53,000 for accidents from 1 November 2025, and a domestic worker's personal accident cover must be at least $60,000 a year.
  • Use the official study materials. SCI provides an eBook for each module. Use our questions to test yourself, not as a replacement for the study text.

Our questions follow the law and the official guidance as published on 6 October 2026, including the WICA compensation limits for accidents from 1 November 2025 and the motor insurance disqualification rule in force from 1 January 2026. Which of these is a pure risk?

  1. The chance that your home is damaged by fire
  2. The chance of making or losing money on shares
  3. The chance of winning or losing a business bet
  4. The chance that a new product earns a profit
Answer: A, The chance that your home is damaged by fire. A pure risk offers only the chance of loss or no loss, such as a fire. Risks that also offer a chance of gain, like investing or betting, are speculative risks and are generally not insurable (BCP syllabus: Risks and Insurance).

Having an insurable interest in property means that the insured

  1. would suffer financially if it were lost or damaged
  2. has paid the premium for the policy on time and in full
  3. is named as a beneficiary under someone's will
  4. has told the insurer about every past claim
Answer: A, would suffer financially if it were lost or damaged. A person has an insurable interest where they stand in a legal or equitable relation to the property, so that they benefit from its safety or are prejudiced by its loss or damage (Marine Insurance Act 1906, s 5(2)).
BCP: Contract, agency, documents and claims

Which of these is an essential element of a valid contract?

  1. A signed receipt from MAS
  2. A witness from the GIA
  3. Offer and acceptance
  4. A policy written in English
Answer: C, Offer and acceptance. A valid contract needs offer and acceptance, consideration, intention to create legal relations, capacity and legality. Regulators and trade bodies play no part in forming it (BCP syllabus: Law of Contract and Agency).

Questions and answers

How many questions are in the BCP exam?

BCP has 40 multiple-choice questions and you have 45 minutes. PGI and ComGI each have 50 multiple-choice questions in 1 hour 15 minutes.

What is the passing mark for BCP, PGI and ComGI?

You need 70% for each module: 28 out of 40 for BCP, and 35 out of 50 for PGI or ComGI. There is no penalty for wrong answers.

Which modules do I need to sell general insurance?

It depends on the products. BCP and PGI make up the Personal General Insurance Certification, for products such as personal motor, travel, home and personal accident. BCP and ComGI make up the Commercial General Insurance Certification. Check with your principal insurer which you need.

Should I take BCP before PGI or ComGI?

SCI recommends taking BCP first, because it is the foundation knowledge that the other modules are based on.

Are the exams open book?

No. They are closed-book computer screen exams in English, held daily on weekdays. You receive a result slip rather than a certificate, and there is no limit on retakes.
